If the schematic can work with overvoltage which I think it should, try dropping less voltage say only 16v then the one will be much colder and you should getaway without a fan.

My thoughts as well.. since i have previously built the same 12au7 headphone amp buit running it at around 20v which gives a bit more power for my sennheisers but i made a 12v voltage regulator just for the 12au7 tube since their heater voltage is 12.6v max. And it runs quite good. So will maybe implement that and see

Just make sure your heaters are at right voltage or you will burn your tubes

The heaters on the headphone amp run at 12v an dos does the whole pre-amp on the marantz also runs on 12v so they should be fine
