Put up a schematic of yourPS with values. Also I found making the RCA earthing point at the pot to carry it back to the RCAs got rid of a hum I had.

My power supply for universal tube preamp. Very silent with connected source.

If the voltage is too high under load increase the first resistor. But apart from that looks good. Check earth connections. Or move them. Is your pot earthed or can it be earthed.
