The Power Supply for my CA 651P is really noisy if it is plug-in it makes my tube amp picking up the transformer noise,I have a Hammond 167L24 and Hammond 167L12 transformers can these be use to make a PS for this pre amp?I'am looking for a schematic to build the PS.

Yes, I have had the same problem. The issue is the "Class-2" energy limiting method of core construction.
The Triad "F" series are the quietest transformers I have tested and are pretty good bang for the buck. I'd try a Triad F-216X (Digikey 237-1935-ND) or F-114X (Digikey 237-1901-ND) if I were you.
