Look to the left, behind the Fluke meter. Those are called "QuadHands" and are Made in USA. The clips are rugged enough to hold a pretty substantial circuit board with only one clip. All four will hold a pound-or-two with very good stability. A very, very nice tool!

For chassis cut-outs, the find that a Klein Tools Metal Nibler is great for cutting holes. This is what I use for IEC sockets and transformer cutouts. Draw out the shape, drill a hole to insert the tool and nibble away.
